MEDINA —The West Salem man who was sentenced to 40 years in prison for raping a mentally disabled teenager was found hanging in his jail cell Wednesday morning.
Chief Deputy Kenneth Baca said Billy Tingler, 41, was found hanging by a sheet at 4:55 a.m., Baca said.
“A medical unit was summoned and lifesaving techniques were used until they arrived,” he said.
“It appears he suffered from hanging or strangulation in his cell,” County Coroner Dr. Neil Grabenstetter said.
Baca said the Sheriff’s Office is conducting an investigation into the apparent suicide. He said no suicide note was immediately found.
Baca said random watch tours are conducted throughout the jail. One was conducted at 4 a.m., when Tingler was found to be “fine,” he said.
