Sex offender charged with public indecency, unlawful restraint

MEDINA — A registered sex offender was arrested Wednesday on charges of public indecency and unlawful restraint, according to police.

Justin D. Murphy, 24, formerly of Orrville, reportedly approached a 13-year-old girl about 4:30 p.m. while appearing to be engaged in self-stimulation. The child’s mother saw the alleged act and immediately called the Police Department, according to a police statement.

Officers found Murphy and arrested him less than a block away from where the incident took place at North State Road near Lincoln Avenue, Lt. Dave Birckbichler said.

“It’s so important that as soon something happens to get it reported,” he said.

Because the girl’s mother immediately called police and provided a description, officers were able to apprehend Murphy within three minutes of her call, Birckbichler said.

Murphy was in the Medina County Jail on $1,000 bond, a jail spokesman said Thursday afternoon.

At the time of his arrest, he was on parole on an unlawful sexual conduct with a minor conviction in Wayne County. After serving a little more than a year in prison, Murphy was released on May 18, 2011, according to Ohio Department of Rehabilitation and Correction records.

Birckbichler said police learned Thursday from the adult parole authority that Murphy is considered homeless, although he is registered as a Tier II sex offender with the Wayne County Sheriff’s Office.
