MONTVILLE TWP. — Waite Elementary students and Cobblestone Park residents were supposed to have easier access to their school and neighborhood at the end of September.
But orange barrels and mounds of gravel still block the way.
Access to Cobblestone Park Drive from state Route 3, which has been closed for four years, was supposed to open Sept. 20. But construction delays will keep drivers taking the long way around until at least Oct. 28, a township official said.
“They had to reconfigure the drainage piping off (state Route) 162 and there wasn’t enough public right-of-way to do the work as it was originally designed,” township Trustee Jeff Brandon said.
“If weather cooperates, it should be on or about that day,” he said.
Cobblestone Park Drive has been blocked since 2009 — the year Ralph E. Waite Elementary School opened — after the Ohio Department of Transportation deemed the intersection unsafe unless turning lanes were added and Route 3 was widened.
Meanwhile, residents, school buses and emergency vehicles have taken detours off of Sharon-Copley and Poe roads.
Brandon said a monthlong delay came when project contractor Fechko Excavating, of Medina, needed to obtain extended property easements to lay down extra drain pipe. Brandon said it also took time for trustees and Medina County commissioners to approve the contract change order.
The changes will add $15,000 to the cost of the project.
The township received an interest-free loan from the Ohio Public Works Commission last year to fund 80 percent of the $625,000 project.
The township has 20 years to pay back the loan using property tax assessments from the commercial property owners. The other 20 percent of the funding will come from ODOT.
Brandon said Friday the final cost will be closer to $640,000.
He said the 80-20 payment plan will remain the same but he expects the loan will be paid back in only
10 years — the amount of time the township has given businesses there to pay off the tax assessments.
